1) add variable fHodoEff_CalEnergy_Cut

2) THcHodoEff::ReadDatabase
   Optionally read in parameter hHodoEff_CalEnergy_Cut (HMS) or
        pHodoEff_CalEnergy_Cut (SHMS) and fill fHodoEff_CalEnergy_Cut
   If no parameter then defaults to fHodoEff_CalEnergy_Cut = 0.050

3) fHodoEff_CalEnergy_Cut
    In "if" statements that select events for hodoscope efficiency
    replay hard-coded "0.05" with fHodoEff_CalEnergy_Cut

In Process add if statement to be sure that hitcounter is
  greater than zero and less than total number of paddles
  in the plane.

Fix mistake in THcHodoEff::End

Add back parameter hodo_gold_hits which is the number of "should" hits
  for each paddle. Needed to calculate efficiency per paddle in
  end run template

    1. Add arrays over paddle num : fStatTrkSum,fStatAndSum and fStatAndEff
    2. Add scalers fHodoEff_s1,fHodoEff_s2,fHodoEff_tof,fHodoEff_3_of_4,fHodoEff_4_of_4
    3. Modify End method to calculate the hodoscope trigger efficiency quantities

  Nint of an Int gave a compiler error in newer gcc
  Commented out local variables that are not used

  Fix fptime formulae in output.def
  Remove unused parameter from THcHodoEff
  Remove undefined parameter from report.def
