Resolve "Update momentum/angle offsets based on Burcu's studies"

Update HMS/SHMS momentum offsets based on the elastic studies Burcu did for the J/psi-007 experiment. These were already supposed to be the baseline variables in the replay, but somehow the HMS offset was set 100x too low (as a factor instead of a percent).
