feat: use system python as external

Wouter Deconinck requested to merge external-python into master

Python is about 173 MB and we don't need two versions of it in the containers (apart from potentially creating confusion between 3.10 and 3.11).

This PR causes the entire spack environment to use the system python as an extenral.
