fix: set GitHub trigger callback to avoid circular dependency

This should avoid the circular variable dependency error (https://eicweb.phy.anl.gov/EIC/benchmarks/detector_benchmarks/-/pipelines/72824) by using the dotenv variable propagation precedence.
