chore: spack-v0.20.2

This adds a number of spack infrastructure bugfixes (two of which we already cherry-picked, and are dropped here), but no changes to any spack packages. A (relatively short) list of changes is at https://github.com/spack/spack/releases/tag/v0.20.2.
