fix: use GitHub epic and ip6 repo for layer cache busting

We were still only using eicweb repositories to introduce a cache busting layer. This should not bust the cache anymore since those repos are now static. Now we bust the cache on any change to the github repos.

Also moved geometry after benchmarks and campaigns which are less likely to change.
