[podio] build_type RelWithDebInfo

Wouter Deconinck requested to merge podio-build-type-relwithdebinfo into master

Somehow podio uses Release as default (overriding the standard CMakePackage convention of RelWithDebInfo). This was fixed upstream but we use our own podio. This helps debugging.
