Created ecal_wAstroPixSiW.xml
Based on ecal.xml and changed em barrel part with AstroPix SiW design.
Kept both ecal.xml and ecal_wAstroPixSiW.xml in topside.xml.

Noted that one of ecal xmls can be used.
