Fixing the segmentation (NoSegmentation) for the crystal cal

Whitney Armstrong requested to merge ecal_seg_fix into master

Since each block has its own volume, there is no need for segmentation. @jihee.kim, maybe we want to rethink the construction (we can talk about it separately).

This is also part of the x-tal cal digitization fix.
