Resolve "Beampipe reduced by 5 mm for ACTS geometry"

Plan:

• Instead of adding actual beam pipe, add smaller vacuum tube that sits inside the beam pipe
• Rebuild beam pipe (and vacuum padding as needed) around the vacuum "beam pipe"
• Shrink inner vacuum volume as needed
• That's all folks!
