Draft: Split beampipe into two plugins; central beampipe ACTS support

The central IP beampipe needs to be a tube for ACTS. This makes the incoming and outgoing beampipes assemblies, separates them into a different plugin, and keeps a 'simple' plugin for the central beampipe.
