Create setup.sh and install into ip6 compact directory

Since we link the compact into the prefix of the detector, it is easiest to just put this setup.sh file in the compact directory. The structure is then, e.g.:

ecce.xml
setup.sh
compact/
  ecal.xml
ip6/
  setup.sh
  beamline.xml
