New dump_parameter_table which fills table as in Menagerie

This CI job fills a csv to be compared with https://physdiv.jlab.org/EIC/Menagerie/docs/DetectorParameterTable.pdf.

The template is a snapshot with some variables added with jinja2 templating. This will need more work but should get us started.
