[dRICh] update envelope for 25cm solenoid shift

Notes:

• maximal outer radius is about 220 cm, without causing overlaps with barrel HCal inner polygon
• snout holds aerogel only
• possibly closes #83 (closed)
• this is a single mirror implementation (1 mirror per sector); we plan to try a dual mirror configuration soon, but will file a separate MR for that
