Fixed acts geometry construction

Whitney Armstrong requested to merge acts_subsystem_fix into master

The acts geometry construction appears to work. The trick was to construct the barrel in a separate sub-assembly. Then put the two endcaps in a separate sub-assembly. Then repeat for the next layers.
