Resolve "Convert vertex tracker to ITS3 design"

Closes #66 (closed)

• Use cylindrical tracker geometry (2 layers for baseline), with materials as in the wiki: https://wiki.bnl.gov/athena/index.php/Tracking
• Ensure dimensions and position are accurate
• Add Carbon fiber shell (but omit TBD foam spacer for now)
