Track Cerenkov secondaries in normal stacking order

Tracking Cerenkov secondaries first is efficient (keeps the stack small) but it is also causing incorrect mcparticles entries since geant4 puts a new copy of the original track on the stack, and the initial momentum becomes incorrect.
