SiEIC geometry

David Blyth requested to merge sieic_geo into master

This MR adds a visualization tool for SiEIC and is a reparameterization of the compact description, along with changes in the subsystems. The broad-strokes changes are as follows:

  • Replaced muon subsystem with insensitive cylindrical yoke
  • Increased minimum radius of calorimeter endcaps to make room for forward instrumentation
  • Added mockup forward instrumentation
