Need juggler executable to launch full reconstruction

I propose to have juggler set LD_LIBRARY_PATH and PYTHONPATH based on its install prefix, which will make it easier to work with different prefixes (just make sure you have the desired juggler in your PATH, or call it directly).

juggler will also be the place where we can pass input and output files in a more elegant way beyond using environment variables (later upgrade)
