Accelerator effects

One should be able to turn on certain accelerator effects related to crabing and bunch geometry. That includes vertex smearing, initial particle angular and momentum smearing.

Discussion. Those effects are not implemented for the common MCEG and there is a question if those should be implemented in full simulation software or some intermediate software (which is used for MCEG formats conversion). Moreover, many generators don't even simulate crossing angle.
