Avoid overlaps between beampipe and vertex barrels/tracker endcaps

There are currently a few mm-scale overlaps between the beampipe implementation (which goes out to 2.501" OD) and the vertex barrels and tracker endcaps. e.g. https://eicweb.phy.anl.gov/EIC/detectors/ip6/-/jobs/187870
